Rather than find a way to re-install FMS faster, work out what the problem is because IT'S NOT NORMAL.
Are you running it on Windows 2008 Small Business Server? If so: that's likely your problem, it's not a supported configuration for FMS and incompatibilities are known.
It's running on Windows 2008 R2.
What's step 2 in "working out the problem", given that the only information FMS provides is that the admin server isn't working, or that IWP isn't working, and all the Web sites I've found so far assert that the only solution in either case is to uninstall and reinstall the application?
Have you looked at the event and error logs?
