Yes, when sending email via smtp. The email will be sent from FileMaker server. This works the same as with FMP as a client.
Another option, for more robust email such as multi part html/text email, would be to have a PHP script also on the server that sends the email, and trigger it from a web viewer within IWP. The web viewer doesn't need to be visible, but could provide feedback on the layout as well with a "sent" message.
Yes. from the script step "Send Mail":
The Send Mail script step when sending mail using an email application is:
• not supported in web publishing
• not supported in a FileMaker Server scheduled script
The Send Mail script step when sending mail via SMTP is:
• supported in web publishing
• supported in a FileMaker Server scheduled script. If you attach a file, the file that you attach needs to be in a folder that FileMaker Server is allowed to export to.
So, you must use the SMTP Server method (which requires valid settings for SMTP host, and from email addresses). I've used this successfully with Instant Web Publishing.

Is it possible to send an email using Instant Web Publishing?
Thanks, I will give this a try.
