The CSS in this case is controlling the appearance of specific types of layout objects, describing the formatting of each type of object via CSS.
While these formattin controls should work for IWP of the database, it is not directly linked to HTML in any way that I am aware of.

Stephen, ONLY the "Classic" theme is supported in IWP (Instant Web Publishing).
The CSS is not used directly in Custom Web Publishing either. However, you can peek at the CSS used for these themes and perhaps if you are a web designer familiar with the CSS, use them in your own website(s). Just copy the CSS and place where the website can use them.
Also keep in mind that there may be specific '-fm-' styles in the CSS that will not translate to use with HTML.
Thanks, Beverly. I figured that although a form of CSS, the Themes and other CSS linked to HTML were essentially apples and oranges.
I have another concern about editing the internal FM CSS which I am posting back to Richard Calrton's thread on that subject.
