What effort are you expecting FMI to put in?
I'm expecting a free version of FmPro 12 for the technet members for test and practice.
The "free" versions of FM Pro ended quite a few years ago, maybe with FMP 9?
Technet membership is now free and gets access to these forums, technical documents, whitepapers but no free software.
The Technet Developer Subscription (you need pay for this) gets a 3 user license of FM Server Advanced and early notice of software releases (new versions, patches etc). A time-limited pre-release of new version of FMPA was distributed in March 2012, it expired in May 2012. You needed to have paid the Developer Subscription to get a copy. Because it was pre-release it was subject to a non-disclosure agreement and could not be discussed anywhere, although FMP probably left a lot of hints for people to get the developer subscription at the time.
If you buy the developer subscription now you'll still get the FMSA 12 developer license.
If you want to test and practice then download the FMP 12 trial and get 30 days free. (There is no trial for FMP Advanced.)
I paid since few years now the Technet developper Subscription.
I use the FMSA 12 developper licence (v10 or V11) provide by the Technet Developer Subscription.
I never see a prerelease of FMPA 12 in March or April and I was not advise of it.
The change you did in your organisation at the same time was the source of the problem.

I cannot use FMSA 12 without a FMPA 12 and I cannot demonstrate it to the clients I'm working for.
That's not likely to happen. Remember that the most common market for FMPA is developers. Therefore, giving it to developers would deny FMI a revenue stream. I'm afraid that if you want FMPA 12, you'll just have to buy it yourself like the rest of us.
