Is it possible to allow or disallow field entry based on the content of another field?
If Field 'A' is empty, Field 'B' cannot be filled with data
If Field 'A' is filled, Field 'B' can(!) also be filled.
The simplest way I can think of is to assign a script trigger 'OnFieldEntry' against field 'B' which, if field 'A' is empty - makes field 'A' the active field instead. (thus, the user cannot enter field 'B' to enter anything)
Kent's idea will work. You can also set field validations at the schema level (in the Manage Database dialog). The calculation would look something like this (put it on Field B):
Case ( isEmpty ( Field A ) ; isEmpty ( Field B ) ; 1 )
In other words, you're telling the validation engine, "If field A is empty, then validate that field B is empty. Otherwise, anything goes."

IsEmpty ( Self ) or not IsEmpty ( fieldA )
If you also want to prevent data in fieldA being deleted while fieldB has a value, you should add the following validation calculation to fieldA:
not IsEmpty ( Self ) or IsEmpty ( FieldB )
