Set up a relationship from Managers to Production using the Cartesian (x) operator and any two fields. A portal placed on the Managers layout will display all records from Production, regardless of Producer or any other fields.
Somehow I am unable to get all the records. I get the same record 3 times.
I have the following scenario:
There's a one to many relationship from Users::User to Prod::User already established.
And User_A has 3 records in Prod, User_B has 1 record, User_C (Manager) has 3 records. In "User Mode" (Layout), each user can see their own production, but in the Manager Layout, User_C sees the same record 3 times.
What am I doing wrong?
Are these the same portals on both layouts? My suggestion was to create a new relationship from Users to Production
and use a portal pointing to that one on the Managers layout.
The portals are alike, but one is pointing to Prod, and the second one is pointing to Prod2 which is an image of Prod with a Cartesian relationship from Users::User to Prod::Date. To generate the relationship you suggested.
There is only one real Prod table.

This sounds like you copied the portal and pointed it to the new relationship, but forgot to adjust also the enclosed fields
(or more likely the other way around, since you see 3, not 7 records). Anyway, make sure that the portal and the field(s) within
all point to the new relationship.
You were right, I forgot to verify where the fields were pointing to
