Can't imagine that is doable in FM. MS Word would allow you to drop an image behind on a report.
I would recommend, if it's an unchanging background image, to just get a quantity pre-printed offset on nice laser paper. That would also look the most consistent and professional.
There is no solution for FileMaker now. It is known issue and will probably take a few months until FileMaker will solve this.
That's why we built a FM-solution that maps a PDF-background to a PDF-document we produce with FileMaker. This solution can be intergated by everyone for his own solution.

You can always dust off your Photoshop skills with a notepad and ruler
Create the background, then slice it where the header, body and footer sections need to be. and place them seperately
You could do some clever tricks with subsummaries this way. Obviously screwed if you change the sizes, but then you also now fill the parts with the image in 12...
Or for across-platform (not Go) solutions you could do the PDF as background thing with ScriptMaster and iText.
Depending on exactly what you have in your list view, you might be able to do something with combining some number of records in either Form view or a web viewer and then having the watermark behind that. You'll have to figure out in advance how many records fit, then script that number of records into the field / web viewer on each page (i.e., record).
Would be a pain in the rear, but it might work.

thanks but my body has a list in it with parts adapting it's hight (sliding up and aking the part smaller) to the content so your solution wouldn't work. I will keep you updated hat solution I find that does work, I have a few options but still need to test them
