For stuff like that, I usually use a program to send the key stroke via a Send Event.
For Windows, I use AutoHotKeys. It lets me use Send Event, to send the command to AutoHotKeys, that sends the "keystoke" back to FM and opens Layout Mode. It takes a little bit of learning but it has a ton of power and possibility ( I even use AutoHotKeys as a custom Auto-correct ).
Thanks for the input. I have used KeyBoard Maestro for many many things on my Mac but was hoping there was a way of doing this all within FileMaker without using and outside application. Seems strange to me that they haven't put this in as a script step. Oh well, to Maestro I go.

You can only script user actions, not the developer.
Added an apple script to activate the "Cmd L" keystroke in Keyboard Maestro and that seems to work just fine.
