This doesn't meet the definition of phising, spear or otherwise. Spammy? Yes. Worthless as a purchase? Undoubtedly. But pretty benign, and actually targeted to someone who might be interested.
I get these all the time … plus offers of other email lists targeted at other areas of interest I most likely identified when signing up for a free subscription to some IT mag …
I agree these are harmless … and could even have value if you needed such an email list.

Haven't seen one of these in a while, but I always figured they were really offering to sell me a list of people, but without any clue of:
- Where the info came from
- How it was collected
- When it was collected
- whether of not the people in the list agreed to having their details distributed
I can't imagine one good reason to mess with such a thing. Maybe not SPAM, but real close as a marketing ploy. I guess the difference might be how many people who didn't ask for this offer received it anyway.
Just had another thought on this:
- If you DO reply, does your name get added to the list for future distributions?
