You don't add that IP anywhere to Server. I don't think it knows, or cares, what it's IP address is. You need to have the correct ports open on the server machine, then make sure users are able to link to the IP address.

its work only in local network -.- i can connect to application from my house , i can connect to other systems from my static ip the test page work well in local network but if i conect form diffrent network ,,, it fail ,,, if there any sugession ??

you need to set up a dns server translating the ip address to the domain name, if you don't know dns, then I suggest you hire someone who does to set it up for you properly it's cheaper in the long run.
As was mentioned before: there is nothing in FMS to set this up. If you have your DNS correctly then (dns name points to your external/fixed IP address) all you need to do is configure your firewall/router to forward traffic that comes in on port 80 to the internal IP address of your server. This is all network config, not FMS config.
