It would be my guess that this is a text field, and set to the default language for sorting. FileMaker in this case will in essence "ignore" the leading decimal for sorting purposes. There are a number of ways to change this behavior to something that would sort the way it seems you expect, but the most simple it probably to change the default language for indexing and sorting in the field definition to Unicode.
That should do the trick. If not let me know what you would expect or which of my assumptions were wrong and I'll try to help more.

according to FMP's help, nonalphanumeric values preceding alphanumeric values are ignored for sorting. From the help section on Text sort order:
Alphabetically. Numbers sort by character position. (Example of an ascending sort: 1, 11, 2.) Numbers sort before letters. Non-alphanumeric values before the first word are ignored (unless you change the sort language to ).

Thanks for the helpful and quick replies! Switching to Unicode fixes it as you suggested. Funny, until the .net entry, I never really had to think about it. Interesting to note that the default value list sort mechanism is different than the default text field sort mechanism. Anyway, not really a big deal but curious nonetheless. Thanks again!
