Add a field in the Ticket table for Tech ID. Add that field to the Ticket layout. Make a Value List based on the Tech table with the ID and the Name of the tech (show only the second field). Attach that value list to the Tech ID field. Now you can assign a Tech to a Ticket.
Create a relationship between Techs and Tickets based on Tech ID. Put the contact info fields from the Techs table on the Ticket layout.
Now when you select a Tech on the Ticket layout, the relationship will be 'valid' and the contact information will display.
Well I appreciate the reply. I totally understand what steps you are taking, which is big for this newbie...
However, take a lok at the attached screen shots. I did your steps, but I cannot select a tech without it complaining. I did not get as far as to place the other fields on this layout yet.
Something is wrong with the first part and I do not know what it is... There is no difference if I have selected the "Allow Creation of records", and "Delete related records" in the last screen shot. It behaves the same.
You're getting there...The value list looks fine. But check your field definition of tech ID on Tickets. It should be set as Text or Number, not a calculation, and should not have "Prohibit modification" checked.
I double checked this and the field definition of tech ID on tickets was set as a number. I then tried different settings in the value list and field settings to get this going but have failed. I do not remember now where these settings started, but took screen shots of what these look like now. Hope this helps.
Two screen shots of the techID field setup in the Tech table. I had planned on the field " _techID" being a unique value like a serial number for the tech records. Should I create another field to create the relationship with and go from there?

I suspect you have the wrong field on the layout. It should be Tickets::_techID and not Techs::_techID.
