I'ld recommend to start with a PlugIn to make PlugIn's.
There's that free ScriptMaster PlugIn from 360works wich at least could give you some ideas:
I think 360works have limitations that We can create plugin with this only using its predefined external functions.

No, thats because you need to go and do some more learning.....
EVERYTHING that Java can do is available to you, so you can access all of the javax priting functions.
And as we use exactly that in a ive system I do know it works....
check out this to help you through the learning curve. The native language to create a plugin is C++, can't be done with VBscript. There has been talk about providing wrappers to create plugins in other languages like C# but I don't think they came to be.
