I don't believe there is a way to disable any of the sounds in FileMaker.
Mark, a better approach to this issue is to figure out why the user is getting the error message and program around what is causing the message. The user is probably getting the message because they are trying to do something they are not allowed to do or you have a script that is trying to execute something that violates the file security.
Yes I set " no access" to the script that runs the main menue icon (Contacts) to disalow them to go into that module.
I thought I would try this, instead of just remobving Layouts...because layouts show a No Access, but still shows the status bar..so Im trying to work out what is the best way to restrict in a user friendly way.

There are a lot of things you can do to restrict access. Here are a few: lock and hide the toolbar/status bar with a script; remove a layout from the layout menu; use an If statement to determine if a user can go to a layout.

A couple of observations:
1. I find it is generally preferable to set error capture on and then create your own custom messages, as FM ones such as this can be blunt and confusing.
2. If this dialog is arising through a script it may be that you can set that script to run with full access and eliminate the message that way; it depends what you are trying to achieve.
Hi keywords, so error capture is part of the script ah..& does the full access privlege always mean no dialog comes up?

There is a wealth of information available there which should be able to answer a lot of your questions.
It is well worth spending some time exploring.
