I'm not sure what you mean by "filter a layout". Do you mean you have a List View and you want to restrict what records appear on it?

What I mean is - In Portal Setup, you can choose to filter the records that appear in the portal. But it seems that in Layout setup, you can't.
So I guess I'm asking, if I want to set up a layout that shows a certain found set of records, is there a way to do this without writing a script for it?
The only way to get a found set of records on the layout is to perform a Find. You can do it manually. But if the user isn't knowledgable about FMP then you may want to help them with a script that performs on the Script Trigger "onLayoutLoad".
Your question indicates you need a more thorough understanding of FMP concepts. I recommend reading the FileMaker Trainer Series.
BTW, filtering a portal can be very useful but make sure the portal relationship isn't showing all (or a large number of) related records, like a cartesian join. Since Filtering is done by the Client "ALL" related records are downloaded before filtering occurs.
I'm comfortable with Finds, but I did not have the scoop of Script Triggers.
