Create a global text field. Set a relationship with the global field on the left (parent) side and the "Office" field on the right. Use the same value list as you used in the "Office" field on the global field. Then, use a portal looking back into the child table. When you select the checkboxes in the global field, it will show the appropriate values in the child table.
This is called a "multi-key". You can use the same table (termed a "self-join") or a parent table with a single record.
