Not supported. It means they have not tested it to work with 10.9.
As to whether it will work? We will have to test it ourselves. LOL
On the Mavericks compabitiblity knowledge base page FMI has announced that they will release an update to FMS12 specifically for Mavericks. I guess this fix for the JAR manifest was more urgent as it affects more people, both Mac and Windows.
I have FMS12 running on Mavericks on a test machine. Web publishing does not work but the rest does. I'm not recommending it though, since FMS is the cornerstone of a stable deployment and you do want to stay within support parameters.
