Try HTTPS for the url.
That's a meaningless page though, it's not supposed to do anything except as a test AFAIK. If you want to access the admin console you have to connect to it on port 16000 and append /admin-console
If you want the webdirect home page you need to add /fmi/webd to the IP address of your FMS
I understand that, relative to the function of the database, the page is meaningless. But when (if) visitors come to the root of my site—suchandsuch.com—I do not want them to see a blank page.
And for what it's worth, changing the protocol to secure also produces a blank page. No difference.
can you connect to the admin console at all?
