All of my tests have been fine for FM13 from previous files.
Recommendation to try:
-Make sure nothing is overlapping outside of your layout parts, FM13 feels more picky about this than 12 was (but I don't have evidence).
-Delete and re-add the text boxes.
-make sure nothing in the "no man's land" hidden layout area is past the minimum condensed height.
-ctrl/command+a and see if there is anything parallel to or overlapping the text boxes that would cause slide up to fail.
-make sure nothing overlaps left or right outside of your page margins.

Thanks, Mike. I bumped into this again with horizontal lines and regular fields (rather than merge fields in text boxes). Same context: layout originally created in 12 and still working properly in 12. In 13 the fields on certain records get cut off the the lines are only on the preview randomly.
There are definitely no rogue items on the layout. I'll begin removing and re-adding things to see where that goes. I may just recreate the layout fresh in 13 and compare the two.
Another thing I've done to resolve layout issues (mostly in 11 --> 12) was to "remove styling" from objects using the button in the inspector, then re-add the styling from the raw form. This corrected 99% of layout bugs in my conversions from .fp7 to .fmp12, but not sure if that would be applicable in this case.
It definitely is an odd behavior, if by chance you do figure out what it is, please let us know!

I just created a database from scratch in FM13. I added three text fields on the main layout. Then I created a print layout with the three fields on it as merge fields sized very large. I applied the setting: Sliding up based on all objects above and also resize enclosing part. I added text in the data entry layout, went to the print layout and entered preview mode.
Sliding is not only not working, but giving me some weird results. I didn't do any formatting, styles, nothing like that. It's right out of the box...File -> New.
I closed the database and opening it with FMPA12. Worked exactly as expected.
Can you open the database linked below in FM13, go to the Sliding Test Print layout, enter Preview Mode and see if you get the same results?
For me, it works in FMPA13. See screenshot.

I think I am still on a developers release of 13 (mine indicates 13.0v1 ETS 10-22-2013) I never redownloaded and reinstalled when the official release came out.
I wonder if there is a bug in the normal release?
Also, I am not on mavericks, I'm still on 10.8.5

Here's something weird as well. I downloaded the Pre Release that came out through TechNet (not ETS) and when it expired, I bought and installed an upgrade license. I've been using it ever since, but now when I look at About FileMaker... it still says Pre Release?!?
I have another copy of FMPA 13 running on Win 8 at home. I'll try it there later. But at least I may not need to worry about this right now as long as it works on the customer's machines.

yeah, it's a good thing I checked as well, because it says on mine that it expires on 4/11/2014 as well, so I'll need to reinstall with the correct installer, which FM really doesn't like to link to anywhere,
I got the same problem on FMPA13 ... I thought it was due to a mistake of mine because I'm a newbie.
If you find a solution, pls be kind enough as to explain it here.
Please post your OS version and what release of FMPA13 you're using (IE did you download the technet release, or the official release.)
We might have uncovered a bug here, so any info will help FileMaker track it down.
I bought the first release directly from Filemaker and I did not find any update later on.
I'll tell you the release number tonight because I'm developping at home during the night as this is not my job.
The OS I'm working on is Mac OSX Maverick.

I have the non-ETS, non-Pre-release FMPA13, running on Mavericks, and the sliding is happening fine. (In the Get info version it says 13.0.1, for what it's worth.)
My FMPA13 version is 13.0v1 (10-25-2013).
I tried your test file and sliding works OK. Filemaker Pro Advanced 13.0v1 ETS on Mac OSX 10.7.5
