Without testing, I suspect the culprit is Custom Menus. There are keyboard shortcuts for Previous and Next (ctrl-up arrow and ctrl-down arrow respectively) in the Records->Go to Record submenu. If these commands are omitted from your Custom Menu set, then that may affect the ability to use the scroll wheel to move between records.
Edit: Testing with just hiding the status toolbar did not affect scroll-wheel ability to switch records. So it's looking more like Custom Menus.
The Go to Records menu item was in fact omitted from my custom menu. I added Go to Records Next command and Go to Records Previous command to the Records menu but that didn't help. I finally added the Menu [Go to Records] which stands by itself without submenu commands. (I'm not sure why). That worked!

I've actually been looking for a way to disable this for some clients. Strangely enough, if you remove the Go to Record commands, then assign any different commands to Ctrl + Up or Ctrl + Down, the scroll wheel will not activate them.
Im FMP12Adv on window trying to get custom menus to disable just the scroll wheel. Did you solve this? Any detail would be greatly appreciated!

Wont that break the filemaker navigation in the top left corner too?
Yes. But that is easily recreated. Short of a 3rd party utility...that's likely your best option. Something like KatMouse would work...but I uninstalled it a few years ago in favor of other options. Most of the solutions I build are walking a user through a series of steps to complete a task, so use of the Toolbar is limited. Rarely do I leave it exposed. Except when it really makes sense.
Easy replicated? No idea how to replicate that.
My user are usually looking at a set of records and I have 300+ layouts. I have changed the Ctrl up to not change the record, but the wheel still changes it.
thanks for your feedback, I will checkout KatMouse, but the user still wants the wheel behavior to change in Filemaker, not in every other solution they have.

I hear you. I'm sure there may be another way, via plugin or such, to hijack the behavior. But I haven't really looked to hard into it because I have the navigation locked down for the most part.
As for replicating the record navigation, take a look at Ray's demo. I wouldn't say replicating what he did is "easy", but you'll see the general functionality that he was able to replicate.
