Unable to Start Admin Console - Application Error

On OS X 10.8.5, FMS12 (Current Installed Version: 12.0.4.405), navigating using Safari to x.x.x.x:16000 downloads admin_console_webstart.jnlp

Opening this file causes and Application Error - Unable to launch the application.

I suspect this started after a JAVA update. I have tried Safari updates, deleting Java and reinstalling.
