That's a minimum of what you should read up on, there are portions that cover IWP in that document that should still be valid for CWP or WebDirect.
To answer your question, yes. But YOU are the one that needs to develop your application to meet HIPAA compliance, not FileMaker. FileMaker is a platform that you CAN use to make HIPAA compliant applications.

Honestly just googled it. I had almost gotten into HIPAA compliance years ago but the client decided against custom work at the last minute.
Now PCI compliance, THAT's some fun stuff...
It's a mess and there are lots of variables. As others have said, it can TECHNICALLY be done with Filemaker I believe, but it involves much more than simply using Filemaker. There are all kinds of data auditing rules that may or may not be applicable. From a legal standpoint, you will probably have to get lawyers involved. Tread carefully, and use every security feature at your disposal.
