"Runs with full access" means the script ignores the security settings of the current account. If a user is prohibited from creating a new record, but runs a script with "full access" that has a New Record script step, it will create the record.
It is a checkbox in the script editing dialog itself.

My question is actually about the "Notes" columns when one is customising the script privileges. What is this column? How can I enter the "notes" if it is meant for this? If it is not for developer to enter notes, then how can I make use of this column?
