I think you are going to need a PDF plugin to do what you want. FileMaker can append a PDF created by filemaker to an existing PDF but I don't think you can add an existing PDF to a FileMaker PDF without a plugin.
Just tried this in OSX 10.9.2 and FMAdv11.
SetVariable($$Output; GetDesktopPath & "Test.pdf")
Export container field contents as $$Output. ( has a PDF in it stored as a picture )
SaveAsPDF [Append; $$Output]
That worked. The original PDF was part of the Filemaker Help pdf. I added the data screen it came from to it.
May not work with all PDF's but does work with many (not my bank statement for example).

We use ScriptMaster and iText to do a lot of PDF merging and manipulation. NOT easy-peasy but not impossible to do.
PDFtk is Windoze only...
I would always point people to iText and ScriptMaster. We use it extensively across a wide range of tasks and I have posted about it in several places.
If you use MBS Plugin, you can merge two PDFs...
On Mac with PDFKit functions and crossplatform with DynaPDF.
PDFKit works on mac and win OS very fast, easy to use, cheap to register.
