The 101 error is normal when you get to the last record using Go to Record / Request / Page [ Next ; Exit after last ]. It will always occur when FileMaker hits the termination of the loop.
The 5 error is probably a result of the value in your E_EBF::link field not being a valid URL. Alternatively, it might be a result of the system not being able to establish an Internet connection.
Edit: Or, the Insert from URL step might not have a target. You might need to specify a field into which to insert the result.

A number of things:
1. You don't need to use Exit after last AND do your own loop check; if you want to avoid error 101 (e.g. in a log), use your own logic and GTR [Next ] without Exit after Last.
2. Simply use the field reference; no need for a variable if all you do is set it to an unmodified field value and use it in the following step.
3. What's the field value? Are you in the right context, i.e. layout?
Your inserting into a field from Temp, but are referencing a field in E_EBF?! Is the relationship correct? (And please use more meaningful names.)
What happens if you go to a record and use a one-line script with only Insert from URL [ Select ; No dialog; Temp::photo; E_EBF::link ] ?
4. Your quoted link works OK, as does the following alternative script (structure):
Set Variable [ $foundCount ; Value: Get ( FoundCount ) ]
Go to Record/Request/Page [ First ]
Insert from URL [ Select ; No dialog; Temp::photo ; E_EBF::link ]
# assuming that you're on a Temp layout, and E_EBF is accessible
Exit Loop If [ Get (RecordNumber) = $foundCount ]
Go to Record/Request/Page [ Next ]
If you turn off the no dialog function do you at least get to the part where it shows the url?
And if you copy and past the image hand does that at least work?
switch the gotonext record and exit loop to avoid the 101 error.

I suspect, given the link does point to a valid image, that erolst is correct and this is the issue. Either that, or the container field is not permitting entry (either due to security settings or because the field is set not to allow entry in Browse mode).
