You can try contacting filemaker developer relations directly, but I'm pretty sure that due to the changes in licensing, your 13 key will not work on 12. With the merging of FMS and FMSA into a single product, and the addition of seat packs for WD/Go, the keys are different.
I believe you can still purchase FMS12 keys from FileMaker, but that will probably drop off soon enough as well. If it's important enough for your client, you might be able to pass the cost along to them.
thanks for the idea; I thought one might be provided with a one-size-fits-all "developer key" for FMS or a single key for each issue of FMS (v11, v12, v13)?
After all, if I am contacted by a new customer running FMS11 (for example), I don't think he would be particularily happy to be told that he has to upgrade to FMS13 before I can start developing for him?
And "borrowing" his full-license server key to use it for development is not exactly a legal option, is it?
It's a cost of doing business for you then to purchase the appropriate licenses to service your customer base.
Check with filemaker developer relations though, I am still seeing a key for "FMS12ADVDEVLIC" in my profile along with the FMS13DEVLIC.

The license key for FileMaker Server 13 will only work with FileMaker Server 13. If you tried to use that same license key with FileMaker Server 12, the installer / application will report the license key as being invalid.
However, I will pass your comment onto Developer Relations to see if they can provide any additional assistance.
I think you have the two product/memberships combinations reversed.
The FileMaker Developer Subscription (FDS) membership for $99 USD includes the FMS13 Developer License.
The FileMaker Business Alliance (FBA) membership for $499 USD includes a license for FMA13.

I am aware that the $99 license includes a FMS13 Developer License.
Still, I need this very license for FMS12, and therefore I wondered whether that is included in this license model as well, since I need to develop for FMS12 and not 13.
Can’t say what will happen but, if you are an FDS member it wouldn’t hurt to ask for a FMS12 Dev License. They might surprise you.
