You want to do a Find, which is one of FileMaker's most basic functions, which may make it easy to overlook.
What is the difference in your layouts?
If they are not physically different, you probably just want one layout and setup a button on a navigation area to go to the layout and do a "Find" on a specific state, per David's suggestion.
You would write a short script
Go to layout X
Enter Find Mode
Set Field State = "XX"
Perform Find (be careful NOT to select the Perform Find and Replace command, which is dfferent).
Actually, I think you'd always want to do a constrained find.
If the goal is to always show all entries for the state - then constrain wouldn't be necessary.
But if a user might have searched for some subset - by city or last name or income or something - then a constrained find would be in order.
( Of course - at this point - we don't really know what these entities are that you are tracking. )
But - what's wrong with a portal?
