Looks like Firefox to me.. If it is then please note that Firefox is not supported in webdirect and results will be inconsistent
your text "2.1 .... etc" is a text box and if you look in inspector the object can not be set to enter in browse mode. That probably means that the browser does not associate the text box with a mouse over event. I would suggest that text be displayed in an enterable object (edit box) with the tool tip attached
That does seem to be the case. As an alternative to adding additional fields, it also works if you set the text to be a button of some sort. I called an empty script in my test and that got the tooltips working. Not sure if there is any good reason NOT to do it that way, but it's another potential work around to your problem.

And i have check its working in the Text box but not working in text label

Good that you have found the cause.
Now that you know why its presenting itself as it is you can figure out a way to accomplish your goal of a functional mouse over "tool tip" on a text object.
Is their another question?
