I can't say, but from your testing it looks like order of operation is processing all values of an object before calculating the display state.
I have seen this type of behavior before as well from fields in the "hidden" portion of the layout in 12/13. I am assuming that if the object exists on the layout, it's contents are rendered, regardless of it's display.
While this is acceptable for me in most cases, I can see why this would be irritating in the case you present.

This is true regarding tab and slide controls. However, Popovers are exempt if I recall correctly.
Thanks Mike and jlamprecht. I guess I'll have to make more use of Popovers! I think they are really fun to use.
