Can't administer from command line - password rejected

I'm running Server 13v4 on Mac 10.9.4, administering the server locally. I can admin from the web browser interface with no problems. However when I try to issue commands from the command line, e.g. fmsadmin list files, fmsadmin close -y DB, etc., my admin credentials are rejected. That is, I type in the same username and password that I use for the web browser, but get "fmsadmin: permission denied, please try again".

I never had this problem when administering Server 12 from the command line. Has something changed, is there an extra step I now have to take to enable this?
