Right click on the Filemaker Pro Icon on your desktop
select the security tab
Check that the user is "allowed" for all permissioms
The only solution I found for this was to Install the 32 bit version of Office on the offending machines.
Has worked fine ever since.

This error can be caused by Outlook Add-In, try to disable all add-ins in Outlook.
We only have 32 bit Office on our machines and the close add on's did not work.
The only solution that did work was to switch the script step from send email to open URL. Not too painful.
