Most likely, the privilege set in use is not the one set to "create and edit in all tables". What does Get ( CurrentPrivilegeSetName ) return (use the data viewer or create an unstored calculation field)?
You are right it returns FullAccess. The only 2 accounts I have are admin (FullAccess) & Observer (create and edit in all tables). It looks like it is using admin privileges. How do I switch?
That happens when the file opens, or when the "relogin" script step is executed.
If your file is opening automatically in Full Access all the time, check under the File Menu > File Options, and either remove or change the default account for opening the file.

Keep in mind that FileMaker, when creating a new file, creates the Admin account with Full Access permissions, and sets it as the default for opening the file. It is the job of the developer to make changes to those default settings so that appropriate security is in use when the file goes into use.
If FM didn't do this by default, there is a good chance that file developers would accidentally lock themselves out of recently-created file systems! These new-file defaults provide the easy access to development-level permissions which all files require at the start, but which are almost never ideal for general use when the file is placed into service.
