While this tip may not help you now, I always do the phpinfo() on a new install (http://php.net/manual/en/function.phpinfo.php). And run it again on an install just prior to upgrade (of any kind). You PHP.ini file is displayed in a format that's easy enough to read and compare. It's entirely possible that your "new" version of PHP has a setting that has changed the display of the date.
