When you have stacked objects in WebDirect, the server does not create any object which is completely behind another -- only the frontmost object is created or operative on the screen.
It's possible that the popup doesn't exist in WebDirect if it's object is completely obscured. Try testing with the objects without the popup button being completely behind the other image and see if it makes any difference.
I started out with the popover button being the only object on the layout in that area. Once the image on the popover button wouldn't display, I put another identical graphic button on top, to simulate the action of the popover button (which still works, but since the image doesn't display, you can't see it!).
This is a work around, but I'm wondering if a server version upgrade might have caused images to not diplay on popover buttons on WebDirect pages.
I had to use this method to make images appear to be clickable in FMGO - images for buttons weren't an option. However, the images used to display on WebDirect pages, then stopped.
Have you tried actually saving the image at the size you want in PNG format rather than setting scaling on the image.
Scaling involves stretching or condensing pixels, which may be a problem for the WD server. Just an idea....
I can verify that I'm not seeing any images show up within Web Direct via Server 18.104.22.1680. I don't know if they showed up before, but I'm not seeing them now on either popovers or regular buttons.

I would appreciate some insight into your solution for the issue of ".png and .gif images I have been using on popover buttons, scaled to fit, have stopped displaying in WebDirect." I seem to be experiencing a similar behavior - some days the images display, other days they do not. I would appreciate some more details on how to "use regular images and putting them directly over the popover buttons." Aren't there concerns with layering in WebDirect so that the button will not actually be clickable ? thanks for your advice.
