Just tried in Chrome on Windows 7, I got a blank page. Looks like there is an issue with that specific page. The store looks fine otherwise.
This morning still broken, but I found another way to upgrade.
May not be a good idea. It is stated on that page Please make sure you use your FileMaker Technical Network email address when ordering to ensure correct membership matching. Maybe the below metod does not make it sure.
I just call FileMaker support. The guy was able to get the blank page and open a ticket for that to be repaired. He will send me an email when I get some more information. I will the post back here.

I suscceded this morning to upgarde my subscription. It should work on you side.

Looks like it was corrected sometime today and the link now works. You may have to clear your browser's cache or reload the page to cause the update to show.
