It's the permissions on the file itself, not inside of filemaker.
Close the file in the server control panel, right click on the file in finder (mac, get info) or explorer (windows, properties), and set the proper permissions.
When you setup FMS13, most people create a new system user account (EG FMSADMIN) for filemaker to use, rather than using an account that already exists on the system. This new account does not have permissions by default on new files that you create.
Thank you. That cleared it up immediately. I guess if I used Sharing-> Upload to Filemaker Server that should have avoided the issue? I will keep this in mind.
I haven’t really used that button so I couldn’t tell you, but I scratched my head over this during my first FMS13 deployment so I know it’s frustrating. It is not applicable to past versions of FMS, only 13 (and assumably future versions).
Yes, the built-in FM-upload tool for uploading resets the permissions correctly on server so you don't have to fix them manually.
