It sounds like a combination of inadequate memory and a slow network. Is this a hosted database? Where - on a local intranet or on a WAN? And are these drop downs based on the contents of a table?
How much memory is available to FileMaker? How much cache? How much available space on the hard drive?
More information about the environment is likely necessary in order to diagnose the issue properly.

Drop downs based on the contents of a table: Yes and some are value lists not based on a contents of a table.
How much memory is available to FileMaker: Attached please find a picture, of how much is being used, no specific allocation.
How much cache: 8718MB
How much available space on the hard drive: 160GB FM is installed on a partition, main partition has 110GB Free
More information about the environment is likely necessary in order to diagnose the issue properly: 1.0Gbps Network, FileMaker is hosted on its own server, users access FileMaker through Open Remote function in FileMaker.
We are running 11 databses and about 40 users split across the diffrent databses.
This is, out of all 40 user. We are only experiencing this problem with one user. Unfortunatelly the MD of all of the companies.
Well, it stinks when the boss is the one having the problem ...
Since only one machine seems to be having the issue, we can probably rule out issues with the database, the server, or the network overall and concentrate on that particular box.
You say there's "no specific allocation" to memory ... but there is. Check under the Preferences > Memory for the cache setting:
Find out what he has available. (I doubt it's 8718 MB; that's the server's setting, right?)
The next thing to ask is, does he experience the slowness when, for example, loading a List view? Or when navigating a large table? If so, then there may be an issue with his network adaptor. (We hope not, but a hardware issue is a possibility.)
What else is he running on the machine? It could be that he's consuming too much memory with other processes and he's not leaving the machine enough overhead. (I have users do that to the point where FileMaker will crash.) Or, alternatively, he's using up all of his available cache because he's opening up a lot of databases and the machine is having to page to disk frequently (although a 10 minute delay is way excessive for that theory).
We solved the issue. It was the Lenovo password manager that was causing the issue.
When we changed Filemaker properties under capabilities tab to login as administrator. It bypassed the password manager and solved the problem.
