Unless you have a really good reason, the only purpose, I see of using a db, would be if then need live data. If it's going to be Offline then why not just send them a pdf report.
You could automate this to be sent whenever their position changes.

Examples of types of functions:
- Office creates a task for the customer . customer may add notes and status
- Office sends opportunity to customer based on customer's position, customer declines accepts.
- Container documents / photos may be added centrally or remotely
- Possibly workflow triggers generated by eitther end based on field result triggers or new records.
Then a report would not due. However, based on your list above this can't be a totally offline solution.

My thought would be to create a go database that you can distribute to the customers. James and Jay at http://www.colibrisolutions.com/ developed a really great solution for distributing databases and updates to an iOS device.
You could potentially, if there is an Internet connection, run the sync on startup. If not then prompt them with a message to get connected to get the latest info.
