you will get FileMaker Pro System Requirements and Compatibility on this page http://help.filemaker.com/app/answers/detail/a_id/4701/~/filemaker-pro-operating-system-requirements---all-versions
As you can see, Windows 8 and 8.1 are supported. I wonder about 2 things though: is an Atom CPU powerful enough for FileMaker, and is the size of the screen a bit small to develop ?
My solutions that I'm considering using on the Windows Nextbooks have been totally redesigned from the desktop for usage under FMGo13 on the iPad at 1024 x 768. They are nicely designed for the iPad screen real estate.
The Windows Nextbooks are 800 x 1280, but the solutions will be using Pro not Go, ssuming the CPU can handle the workload.
Is there any way to assess what my solutions will look like on the Nextbook, if FM13 will run acceptably?
the only way to tell would be to run FileMaker Pro on your notebook. If you already have a license for FileMaker Pro, you may install it on your notebook, only one copy will be usable. If not, download the 30 day evaluation.
