Try changing the sort to be based on the first field. I hope this helps.

I have done that and all the values appear. But I really NEED is that I want to display the NAME field in ascending order and NOT the ID field. When my list grows to say 100 , I can't search for values based on ID , I want them in alphabetical (ascending) order to help the user select the correct name and see the corresponding ID next to it.
Any other ideas ?
A value list is an index, which by definition only contains unique values; that's why you only see the first instance of any name.
Try defining a calculated field that combines the name with some other datum to create a unique value (maybe State? But the ID would probably be better ...) and use that for the second field.
Beat me to it. Yes, erolst has a good approach. Create a calculation field called z_Name which concatenates Name & ID.

Here is what i did .
1) created a calculated field - z_Name = Name & " " & ID (calculation result is text)
2)I put z_Name as the second field in the value list .
3)selected display only second field in the value list setup.
This is how it looks now
