Does it open with a 13 client when local (not hosted)?
If I understand you question. Yes. I have opened the file un hosted with 13. I have not tried opening peer to peer on any version

The message / screen shot you provided does not jive with the "minimum version" feature you are referring to. In other words, you should get a different and more descriptive message if the "minimum version" feature was the cause of the issue you are seeing.
Without seeing your solution, I tend to think that perhaps your startup script or some other script might be the cause of this error. Perhaps you baked your own version checking into a script and the update you performed is causing it not to match the way you think it should now.
Try running / opening your solution with the debugger on and see if anything jumps out at you.

I tried opening from 12 from a different machine. Did not work.
It will not open in fm go 12 from 2 different devices. It does open in gm go 13
I tried opening again with script debugger on same message. It did not make it to running the opening script.
The only other change I made when I moved the file to the new machine is I added the encryption at rest.
I suspect that is the culprit since encryption at rest was added to 13?

"If a file is encrypted, previous compatible versions of FileMaker Pro cannot open the file. If an encrypted file is opened in a previous version of FileMaker Pro, a similar message will be displayed:
"Filename" was created by version 13.0 of FileMaker and cannot be opened by this version (v12.0). Please use version 13.0 to view this file."
NOTE: This is the message that is displayed when opening up the file using 12.0v3. If 12.0v1 or 12.0v2 attempts to open the file, it will report that the file is damaged."
