I downloaded the templates and SDK for development of plug-ins for Windows. I read a little bit and they talk about Visual Studio 2008 and 2010. I am wondering if one could use Visual Studio 2012 or 2013 ?
You also may want to look at the template that HOnza and the gang at 24U software have. It may save you some time.

any version will do. It's just that templates are not updated for each new version.

Why? The answer was: Yes
Just make sure you have a Visual C compiler installed for native code and not just the .net stuff.
Also you will have to upgrade projects to newer version.
I personally still use Visual Studio 2008 for compatibility to Windows XP.
