WHat version of FMS? What OS? What java version?
WIthout that information, it's just guessing.. Depending on the FMS version, a restart of the server/server machine might help. But not when there's a wrong java version installed.. (FMS wants a version 7.x of java a check the system requirements)
YOu can also try to open the admin console from a client

I tried restarting, but Im getting same problem. the red spinner keeps spinning then going back again to step no. 1
You should update to FMS13.0.5 for several reasons.

FMS13.02 had this issue, later versions solved that. With server 13.02, restarting helped. First, I thought that this was an OSX issue - but users reported that on Windows as well
I havethe same problem with FileMAker Server 14, same message.
