DOes 'fmsadmin restart adminserver' help?
DId anything change before You had to restart the server? (update,)
CAn You access the admin console from a client?

The server version is 126.96.36.1990.
'fmsadmin restart adminserver' didn't help.
As far as I know there were no updates or similar things done.
Accessing the Admin Console from a client seems to be not working.
'fmsadmin restart SERVER' produces an error message: "10502 (Host unavailable)"
the 13.03 should be ok in this matter (earlier versions needed restarting the machine every now and then)
BEfore suggesting to reinstall FMS..
- java.. (although I'm unsure. It should run - or not,, not just partly running)
- try restarting the machine one more time
SInce I don't have Your screenshots visible when answering here, Im not sure what OS You're running. But: Any virus software (means ant-virus..), any indexing running while startup, any backups running?
one thing I forgot: Ports... Is a firewall involved?
WHile reading my answer, screenshots were visible again.. it's Windows (no TimMachine, no Spotlight..)
- we've several FMS13 here, all on OSX. We've had issues before 13.02, after updating to 13.02, srv are running
- something might become messed up, thats why a reinstall might be the fastest solution
-- but only, when everything else doesn't affect, ie firewall, ports, IIS stuff, etc

Yes, I think something's got messed up; and I assume there was a problem on the server machine. I think I'll try reinstalling FileMaker server.
I have received this error numerous times, on numerous (Windows) servers. Currently we are trying to address the issue on Server 14v2 on Server 2012R2. The issue we had today is that a user could not 'close files', so we did a FMSADMIN RESTART ADMINSERVER to resolve the issue- which it did, but when the user tried to log back in, he could not.
Since we have had this 'missing admin group' issue numerous times, we went to look and quickly saw that the list was empty- which on our servers- this list is never supposed to be empty.
We have learned to 'export settings' so that we can quickly 'restore' the missing admin groups and schedules' however, under some circumstances the 'original' groups re-appear and then we have duplicates all the way down the list. Even though, we have had this issue several times; it is not an issue that we are having on all our servers- which is strange and we do our best to keep the versions and architecture between severs virtually identical.
The 'randomness' of this issue is very frustrating and the face we have yet to pinpoint a solution is very frustrating. On the server 'in question' this morning, we went as far and to re-install FIleMaker (there weeks ago) just to address the issue but today we found the same old issue.
Any insight would be greatly appreciated....
I am seeing this exact same problem after upgrading two different servers in two different network environments to 15.02. The databases are working for the Pro clients, but when I login to server admin I see no databases listed, no clients listed, no schedules listed.
I have tried fmsadmin restart adminserver which asks 'are you sure you want to restart', and then after clicking yes. it errors out with "10007 requested object does not exist". When I try to fmsadmin stop adminserver I get the same error. when I try fmsadmin start adminserver, it seems to work without error, but when I login to the admin console nothing has improved.
I am using Chrome and have Java 8 update 101 installed.
This is happening on two different servers, totally separate environments. I installed FMS 15.0.2 within the last week on both servers and the admin console worked fine for a few days. I am using RDP to look at these two servers.
Have You restarted the server? Sometimes, the restart admin server won't help
I have not. was hoping to avoid that. I agree that it will probably fix the issue.

if You can... Wait for the next schedule (backup), restart. If something goes south, get the files from that backup...

A reboot solved the problem ... well ... a reboot got me back in. time will tell if this is a recurring problem with v15 or not. Thanks for all your help!
a reboot from time to time is not a bad idea...
- we encountered FMS14 to no longer run PSoS
-> rebooting the server solved that
btw. Also clients... on iOS (theese devices are not restarted - they run 7/24), a FMGo solution suddently doesn't fire scripts (triggered, fields). Apple claims that restarting an app is not neccessary, but swiping away FMGo and restarting solves that as well. Sometimes, a reboot of the device solves other issues, cleans up
