A simple way to achieve the same result but without using a webviewer would be to create a calculation in the same table as the text field and set the calculation equal to the text field. You can then display that calculation field in browse mode with a scroll bar, but the user will not be able to modify it.

Got it working.
If interaction with web viewer content is disabled, scroll bars on the pre field will be disabled too.
And the CSS property of the <pre> tag should be white-space:pre-wrap;
I asked a similar question and got one working web viewer answer.
My problem with fmp scrolling text fields is that they don't work the way other applications work which is much better. They activate using the scroll bars while fmp only activates after you click into an editable text field (global, calc, or normal).
There is value in making the field editable such as copy and paste but the scrolling is not handled well.
