When I make a change to the Address field, it will not save in the portal.

erolst is correct. Go to File > Manage > Database, click the Relationships tab, then double-click the relationship (the line or the relationship type indicator) between the two table occurrences. This will open the dialog Ramki references in his image below.
You need to check "Allow creation" on the relationship on the portal side:
Besides the modification that Mike mentioned, I think that
If [ not IsEmpty ( $$oldValue ) ]
prevents your code from being executed if you start out with an empty field (i.e. the first ever change).
If [ $newValue ≠ $$oldValue ]
should be sufficient.
Where do I find that? Under Portal Setup it doesn't give me that option to check off.
are you setting the old value onObjectEnter.? I think you should check the script trigger and use them correctly to make it work. (OnObjectEnter and OnObjectExit).
As Mike said, that is a relationship setting, not a portal option.
In Relationships, find the relationship between your layout TO (table occurrence) and the portal TO, open the Relationship dialog and check that setting for the portal TO.
and last but not least, Test2ID shouldn't be a calculation field
