I do not know which version of Java one needs to run the FMS11 admin console, but, I can offer the following:
The error message showing above suggests that you can get one step closer to success by adding an exception listing in your Java preferences:
Going to System Preferences and opening Java Preferences will launch a Java control panel app.
In that control panel app, there should be a place where you can configure exceptions, i.e. URLs that you approve as sources for Java code. Code from the exception URL which appears insecure will still be run by the system because you have have added it to the exception list.
On my system (10.10.2), the control panel looks like this:
I don't know that this will yield success for you, but I do think that this will get you one step closer...

Yes, Steve, after I got a good nap, I googled the "Mac Java Application Blocked" to get to the link on adding the Exception. Lots of lovely warnings, but I now have FMS11 Console.
Side note: the client has decided to upgrade to 14, with the support for 11 nearing an end.
