Report on Break field doesn't group categories properly

FMP 11

I set up a Conditional Value List using the model suggested in the FMP Knowledge Base and that worked fine. I used it so that I could more easily add Category and Sub-category data to my records. However, when I want to create a sub-summary report that Groups all items from the same Category the report also breaks by each sub category which I do not want it to do.

All my other reports based on fields with no Conditional Value List defined field work correctly. I am assuming that when I make the Conditional Value List main field as the Break field, something goes wrong and I need to adjust something somewhere but am stuck on what where and how.
