Keep in mind that Outlook 2011 requires a semi-colon when separating email addresses; not a comma.
Are you using returns in the field, or are you specifying the "¶" character? Try the latter.
I have exactly the same issue with Outlook 2011. We are using the "¶" character, but when the email is created, there are no line breaks used...
If I use Apple Mail, then there is no issue with the line breaks.
Yes--I am using the para mark, too

I'm currently using FM 11 on Trial. If this is not something that is looked at or sorted out anytime soon, I will have to move back to Apple Mail and will therefore also move back to FM 8.5.
Neither of which are really choices i want to make...

As soon as I had disabled the html format for new emails, I could generate properly formatted emails, so problem is sorted for me now.
(Although it would be nice to have html enabled, but I can live without that)
You can still leave Outlook configured to send new email as HTML. When you use the Filemaker script to send a new email, it will create the message with no line breaks. In the message window, just click the Options tab, and change the format by clicking on format to change to plain. The the line breaks will then be inserted. You can even switch back to HTML if you wish and they will remain. Still not ideal but another option.
This workaround fixes the line break issue but i found another problem with the Send Mail script step. With the option of "Multiple emails (one for each record in found set), Outlook only creates 1 message. Mail creates separate emails for each record.
