On windows systems this really isn't an option and "shrinking your layout down" and "adjusting the print area" will have the same result when you print unless you choose to print on larger format paper.
You may need to create two layouts--one for browsing and data entry and the other for print/preview/PDF.
The following factors affect where you see the print area limit lines:
The currently selected printer (Some can print closer to the edge of paper than another)
The current page size
The current page orientation
Any margin or column printing setting can re-position the limit lines shown when in layout mode.
